CCPP Co-Sponsors Opening Plenary on Global Disinformation at the Chicago Council on Global Affairs

The Center for Communication & Public Policy (CCPP) is pleased to co-sponsor the Opening Plenary of Global Disinformation in a Post-Moderation World, hosted by the Chicago Council on Global Affairs in partnership with Northwestern University’s Roberta Buffett Institute for Global Affairs and the Kyiv-Mohyla Foundation of America. This flagship event, held at the Chicago Council, will launch a major conversation on how the global pullback from platform and governmental content moderation is reshaping political communication, public trust, and democratic governance.

The plenary will feature leading scholars, journalists, and policy experts who will examine the consequences of a rapidly evolving information environment in which major platforms—such as Meta, X (formerly Twitter), and TikTok—are scaling back professional fact-checking and centralized moderation. At the same time, governments are shuttering or defunding programs designed to monitor and counter foreign and domestic influence operations. Together, these shifts raise profound questions about global information integrity and societal resilience.

The discussion will be moderated by Leslie Vinjamuri, President of the Chicago Council on Global Affairs, who will guide a wide-ranging exploration of emerging risks and potential policy responses. Panelists will address key issues, including:

  • How platform retrenchment enables malign actors to manipulate public discourse;
  • The implications for elections, governance, and global security;
  • What governments, civil society, and the research community can do to strengthen information resilience in a post-moderation world.

“CCPP is delighted to partner with the Roberta Buffett Institute for Global Affairs and the Chicago Council on Global Affairs to support this timely and globally relevant conversation,” said Erik C. Nisbet, Director of CCPP. “Understanding how disinformation evolves in an era of weakened institutional safeguards is essential for shaping democratic governance and public policy.”

The Opening Plenary serves as the public kickoff for the two-day symposium Global Disinformation in a Post-Moderation World, but stands as a major convening in its own right—bringing global expertise together at one of the nation’s leading venues for policy dialogue.
